Blueprint unveiled for industrial regeneration of Grangemouth

A comprehensive plan aimed at reshaping Grangemouth’s industrial landscape has been published today, laying the groundwork for major construction, infrastructure upgrades, and long-term investment in sustainable energy and manufacturing.

The Grangemouth Industrial Just Transition Plan outlines 21 key actions that will position the area as a hub for green infrastructure, support new employment opportunities, and attract high-value investment. Central to this plan is a construction-led transformation of the region’s industrial assets to ensure long-term sustainability and competitiveness.

Construction-focused actions include:



  • Deployment of the £25 million Grangemouth Just Transition Fund, providing direct investment into infrastructure upgrades for existing businesses and creating a strong foundation to attract new development projects and industrial occupiers to the site.
  • Delivery of an Industrial Skills Transition Centre, backed by capital investment and designed to train a future-ready construction and engineering workforce with capabilities in low-carbon technologies, retrofitting, and sustainable process engineering.
  • Development of an industry-led Investment and Decarbonisation Strategy, identifying construction and engineering interventions that can unlock scalable decarbonisation of existing facilities, attract inward investment, and enable phased redevelopment of legacy industrial assets.
  • Creation of a Regulatory Innovation Hub, establishing a built environment where planning, permitting, and compliance frameworks are streamlined and adapted to support advanced construction methods and sustainable industrial operations.

Gillian Martin, cabinet secretary for Climate Action and Energy, said: “Grangemouth has long been at the heart of Scotland’s industrial base. As we move towards clean, green energy, construction and infrastructure investment will be key to maintaining the area’s economic relevance and creating new opportunities.

“This transition brings disruption, particularly with the planned closure of refining operations, but through strategic construction and regeneration, we can deliver resilient growth and new employment pathways for the region. The Just Transition Plan is a practical framework for delivering the physical and economic transformation of Grangemouth.”

Kenny MacInnes, principal of Forth Valley College, added: “Our £4m Skills Transition Centre, located at the core of the Grangemouth industrial zone, is a vital part of the construction response to this transition. Funded through the Falkirk and Grangemouth Growth Deal, it will serve as a hub for re-skilling workers, particularly those affected by the Petroineos closure, and will align vocational training with the evolving needs of construction and industrial sectors.
