Civil engineering framework extended for up to four years

The Scottish Government has extended its flagship Civil Engineering Framework (Scotland) for up to four more years, despite the fact that no construction packages have been awarded since it launched.

Originally due to end in 2025, the £600m framework will now run for an additional two years, with the option of a further 24‑month extension.

The move has been made under Regulation 72(1)(c) of the Public Contracts (Scotland) Regulations 2015, which allows contract changes in unforeseen circumstances. A voluntary ex ante transparency notice states that the extension is driven by ongoing uncertainty around public funding for civil engineering projects valued between £5m and £100m.



The scope and overall value of the framework remain unchanged. Contracts were first awarded in March 2024 across three lots:

Lots 1 and 2 cover general and structural civil engineering works between £5m and £25m.

Lot 3 covers major civil engineering projects up to £100m.

Balfour Beatty, Morgan Sindall and Graham were appointed to all three lots. Galliford Try and RJ McLeod feature in Lots 1 and 2, with Taziker Industrial included solely in Lot 2. Amalgamated Construction and Farrans Construction, part of Northstone, were appointed to Lots 1 and 3.



Lot values are capped at £120m (Lot 1), £80m (Lot 2) and £400m (Lot 3), though actual spend may fall short given delays in the project pipeline.

A formal modification notice is expected once the VEAT period closes. The extension is intended to preserve procurement flexibility while funding pressures and project readiness continue to affect Scotland’s civil engineering programme.
