Craighead Wind Farm approved after appeal

Renewable energy company Galileo Empower has been granted planning permission (subject to conditions) for a proposed eight-turbine wind farm development, located north of Carnbo in Kinross-shire.
The wind farm will contribute significantly to the decarbonisation of the electricity grid, reduce greenhouse gas emissions, and deliver lasting economic benefits for the local community.
Planning permission was granted following an appeal to the Scottish Government Reporter (Planning and Environmental Appeals Division) in June 2025, following non-determination of the planning application by Perth and Kinross Council.
The project, with an operational lifetime of 40 years, will have a generating capacity of 49.6 megawatts (MW). Three of the turbines will have blade tip heights of up to 180m, and five will have blade tip heights of up to 200m. The windfarm could power up to 48,200 homes with clean, zero-carbon renewable electricity annually.
Displacing polluting fossil fuels, the dominant cause of global warming, Galileo said Craighead Wind Farm could save up to 31,000 tonnes of carbon dioxide emissions annually. This is equivalent to taking up to 22,240 cars off the road, supporting Scotland’s just transition to a low-carbon future.
An ambitious Biodiversity Enhancement Management Plan (BEMP) will be implemented, delivering significant biodiversity enhancements.
In addition to the considerable environmental benefits, Craighead Wind Farm will provide long-term economic and social benefits. These include providing funding for local initiatives through a community wealth fund of around £10 million and supporting construction and operational employment.
It is estimated that throughout the construction and operational phase of the proposed development, that:
- Up to £9.1m is anticipated to be spent within the local economy across the construction and operational phases, with a total of £33.7m spent within the overall Scottish economy.
- Up to 66 jobs will be created across Perth and Kinross.
- An estimated £24m in business rates will be contributed to local services over the operational lifetime of the wind farm.
Galileo added that it is committed to ensuring that, wherever reasonably practicable, local suppliers and contractors are used in all aspects of wind farm development.
