Dumfries and Galloway Council makes senior infrastructure appointment

Dumfries and Galloway Council has appointed two senior officers to permanent positions on the council’s leadership team.
Karen Brownlie becomes assistant director transport and infrastructure, and Stuart McMillan is now the council’s head of economy and environment.
Both appointments are internal promotions, as Karen and Stuart have been covering these roles on an interim basis during the past year.
Karen Brownlie has more than 29 years of experience with Dumfries and Galloway Council.
She began her career as a lifeguard in leisure services and progressed through management positions in sports development, community assets and infrastructure.
In December 2024, she became interim assistant director transport and infrastructure, providing strategic leadership across transport, roads, fleet, harbours and engineering services, property and flood risk.
Karen’s long service and broad experience give her a deep understanding of the council’s operations and the needs of local communities.
She said: “I am honoured to take on this role and continue serving the region I call home. I will work with colleagues and partners to ensure we deliver the best possible outcomes for everyone living, working or just travelling through Dumfries and Galloway.”
Stuart McMillan joined Dumfries and Galloway Council in 2022 and brings over 36 years of local government experience. He previously worked at Renfrewshire Council in senior regeneration and economic development roles.
In March 2025, Stuart became Interim Head of Economy and Environment, overseeing economic development, planning and building standards, environmental health, trading standards and the council’s drive towards net zero.
He said: “I am delighted to have this opportunity to lead our Economy and Environment services. Working alongside partner organisations, I will continue to champion sustainable growth and work hard for the benefit of the people and environment of Dumfries and Galloway.”
