Evelyn Scott named new Scottish Building Contract Committee chair

The Scottish Building Contract Committee (SBCC) Ltd has appointed Evelyn Scott as chair of its board following its 2025 AGM.
Evelyn represents the Royal Institution of Chartered Surveyors (RICS) on both the SBCC board and committee and brings a wealth of experience and a long-standing commitment to the Scottish construction industry. An experienced quantity surveyor and principal designer, Evelyn has worked in both the public and private sectors for over 25 years and is managing director of Ewing Somerville Partnership Ltd, specialising in public procurement.
Following her election on 25th September, Evelyn Scott said: “I am honoured to take on the role of SBCC chair and look forward to working alongside my fellow board directors and committee members. Together, we will deliver the new SBCC 2024 suite of contracts and continue to support the development of young professionals and the Scottish building industry as a whole.”
At the same meeting, existing board member Pat Loftus, who represents Build UK, was nominated as vice chair, continuing his valuable contribution to the work of the SBCC.
An SBCC spokesperson said: “The SBCC would like to extend its sincere thanks to outgoing chair Ysella Jago for her outstanding leadership and dedication over the past two years. Ysella will continue to serve on SBCC board taking over the role of past chair from Euan Geddes, providing continuity and expertise within the board.”
Special recognition was also given to Eric Fleming, who stepped down from the SBCC board as Scottish Building Federation (SBF) director. Eric has been heavily involved with both SBCC and JCT for many years, dating back to before the incorporation of SBCC in 2003. Eric is remaining on the SBCC committee, which will provide additional continuity with his wealth of knowledge and experience.
Two newly appointed directors were also welcomed to the SBCC board.
Representing the Royal Incorporation of Architects in Scotland (RIAS), Dr Andrew Agapiou is an associate professor in construction law at the University of Strathclyde and acting chair of the RIAS Contracts Committee.
Ross Mathie, representing the Scottish Building Federation (SBF), is the technical and commercial manager at SBF providing expert commercial advice and guidance directly to SBF members.
The SBCC spokesperson added: “The new appointments will further strengthen the SBCC’s ability to represent and support all corners of the construction sector in Scotland.
“This year marks an exciting time for the SBCC as it continues the process of adapting the JCT 2024 suites of building contracts to produce building contracts designed to meet the needs of the construction industry in Scotland.”
