Falkirk Council to consider £14m investment to reinstate Maddiston Primary School

Councillors are to consider whether to invest £14 million to repair Maddiston Primary School, following significant structural defects identified after Storm Eowyn in January 2025.

The report, which will be discussed at a full Falkirk Council meeting on 6 November 2025, outlines the findings of extensive investigations and sets out a clear programme for reinstatement. It confirms that, subject to approval, full works are projected to be completed and the school reopened by August 2027.

The school was originally opened in 2007 and suffered storm damage to its roof and external walls earlier this year. Subsequent technical inspections by external consultants uncovered widespread construction deficiencies beyond the storm damage, including problems with the external masonry and the schools structure.

The report recommends the appointment of a contractor to deliver the reinstatement project, which will include:

  • full replacement of the defective roof and external façades
  • structural repairs and strengthening of the timber frame
  • rebuilding of the dining hall’s glazed wall
  • upgrading of internal finishes, mechanical and electrical systems and fire safety measures.

A total of £14 million is required to complete the project comprising £5.7malready allocated in the Council’s Capital Programme and an additional £8.3m being sought for approval. Around £1.5m in revenue expenditure is also projected to be spent to support temporary accommodation and transport costs while pupils remain located in other schools.

If approved, the council will look to appoint the full design and construction team, with strict oversight and independent quality assurance to ensure that the works meet the highest safety and construction standards.

Jon Reid, director of education, said: “We fully appreciate how difficult this period has been for the Maddiston community.

“The safety and wellbeing of pupils and staff remain our absolute priority and as detailed technical investigations have progressed, it has become clear that a longer-term programme is required to complete the reinstatement to the highest possible standards.

“I want to sincerely thank parents, carers and the wider community for their patience, understanding and continued support.

“Elected members will consider the significant and necessary investment required to ensure Maddiston Primary can re-open and provide a modern and sustainable environment for learning.”

Pupils in Primary 1-3 continue to be taught from the newer school extension, while P4-7 and ASN pupils remain accommodated in nearby schools. Regular updates will continue to be shared with parents and the local community as the project progresses.

The findings of the ongoing root cause analysis into the original construction and maintenance of Maddiston Primary will be reported to at an Executive meeting in December 2025.
