Kinross brownfield site earmarked for new homes

Plans to develop the former British Car Auctions site to the south-east of Kinross have taken a step forward, with Cala Homes (East) signalling its intention to bring forward a residential redevelopment at the vacant site.
A Proposal of Application Notice (PAN) has been submitted to Perth and Kinross Council for the 9.3-acre vacant brownfield site at Bridgend, Kinross marking the start of the statutory consultation period ahead of any planning application.
The site, located close to Loch Leven and the High Street, has long been identified for redevelopment and is designated as “white land” under the council’s Local Development Plan – meaning it is suitable for a range of future uses, including residential.
Two consultation events will be held at Loch Leven Community Campus on Tuesday 17 September and Tuesday 29 October, from 3.30pm to 8.30pm. These sessions will allow residents to meet the project team view the initial redevelopment plans providing the opportunity to share their feedback before any formal plans are finalised.
Alasdair Hughes, senior land manager with Cala Homes (East), said: “This is an important site with the potential to bring lasting local benefit to Kinross. We want to listen closely to the community and work in partnership to ensure any redevelopment complements the town and its surroundings.”
While detailed designs will follow at a later stage, Cala has indicated that the site could deliver around 95 new homes, including much-needed affordable housing. All properties would be gas free and include EV charging infrastructure. The proposals being developed will include Cala’s urban wildlife strategy and biodiversity enrichment plan.
As well as providing a range of new homes, the redevelopment of the site presents an opportunity to improve active travel links between the High Street and Loch Leven car park, enhancing connectivity for both residents and visitors.
The site was previously earmarked for retail use, but those proposals were not viable and did not progress. Cala’s plans would see a fully residential redevelopment, making use of a well-located vacant brownfield site in line with the council’s aspirations.
As part of its approach, Cala is keen to explore how a Community Pledge - its bespoke programme of local investment – working in collaboration with the local Kinross community. Past pledges have included support for local groups, educational initiatives and biodiversity enhancements and sit separate to Section 75 payments that drive significant investment into local infrastructure and amenities.
