Dumfries and Galloway councillors agreed in December to advance the project through the remaining stages required ahead of contract award, and approve council funding to deliver the expanded marina.

The council’s full business case has now been submitted to the Borderlands Inclusive Growth Deal and – subject to UK and Scottish Government scrutiny – will be presented to the Borderlands Partnership Board at its meeting on 11 March 2026.

Costs remain commercially confidential until the board has made its decision on 11 March.

If the project is approved, the multi-million-pound expansion, part of the Borderlands Inclusive Growth Deal, will significantly increase the maximum number of boats that can be accommodated to more than 230, improve shoreside facilities, and enhance wave and breakwater protection.

It will also incorporate essential repairs to ageing quay walls and include new facilities for the Solway Coast and Marine Project (SCAMP) and for HM Coastguard – supporting Stranraer’s transformation into a leading marine leisure destination.

The expanded marina forms the centrepiece of Stranraer’s ‘One Waterfront’ vision, integrating with the Water Sports Hub, active travel improvements, public realm upgrades and wider cultural and environmental initiatives.

It will also enhance Stranraer’s growing reputation for hosting major events such as the SkiffieWorlds, the Scottish Fin and Foil Championships and the Stranraer Oyster Festival.

When fully operational, it is anticipated the marina will bring an extra 20,000 visitors each year to Stranraer adding £35 million to the area’s economy, create 30 net new permanent jobs and support 180 construction jobs.

The marina is also forecast to stimulate further regeneration activity valued at approximately £8m within its first five years.

Councillor Stephen Thompson, leader of Dumfries and Galloway Council, said: “Stranraer Marina Expansion is a transformational investment for the town and wider region.

“The project has undergone extensive design, engineering and financial scrutiny. It represents an ambitious opportunity to deliver high quality and significant regeneration.

“Subject to UK and Scottish Government scrutiny and the decision of the Borderlands Partnership Board on 11 March, this development will be central to supporting Stranraer’s visitor economy, local jobs and creating a waterfront that the community can be proud of.”

If the Borderlands Partnership Board grants approval in March, the council aims to award the contract to deliver the Stranraer Marina Expansion Project by late March 2026, with construction starting in spring 2026.
