Mixed-use roadside development planned near Errol
Proposals to deliver a mixed-use roadside development on the A90 outside Errol have been submitted to Perth & Kinross Council.
Being undertaken by Horn Developments Ltd, a wholly owned subsidiary of property company Ashfield Land, the development will also witness the delivery of a number of additional facilities onsite, including:
- Petrol filling station (PFS) with an ancillary shop and car wash, to be operated by EG On The Move, a leading United Kingdom petrol forecourt and convenience retail destination operator
- Electric vehicle (EV) charging hub, supporting the drive to net zero
- Heavy goods vehicle (HGV) overnight parking, and an associated welfare building
- Three restaurants
- 60-bed hotel
- Solar array of up to two megawatts (MW), intended to power the development solely
- Extensive landscaping and biodiversity enhancements
- New access spine road and vehicle parking
Measuring 15 acres (approximately 6 hectares), the site is accessible via Inchmichael Junction and is located near the Horn Milk Bar.
Regenerating the site through these facilities will offer convenient services for local residents and attract visitors and tourists. Significant economic benefits will be delivered, with an estimated £20 million investment creating 200 jobs.
Increasing visitor numbers will boost inward investment in Perth and Kinross, ensuring it remains a vibrant and attractive destination and supporting other local businesses to grow and thrive.
Additionally, using a direct location off Inchmichael Junction will significantly reduce the need for vehicles to travel further into Errol or The Grange.
The planning application builds on a number of historic planning consents already granted for the site, the most recent in 2017, which established the principle of developing a café/restaurant and PFS at this location.
Extensive engagement with the local community on the proposals has been undertaken, including two public consultation events in August and September 2025 and a meeting with the community council and other key stakeholders.
