New social housing in Kirkcaldy area granted planning permission

Fife Council is set to progress the delivery of 56 new-build council houses in Boreland, Kirkcaldy, following a decision taken by councillors this week.

Members of Fife Council’s cabinet committee gave officers the go-ahead to conclude legally binding agreements with Allanwater Homes for a major development at Boreland Road.

The project forms part of the council’s Affordable Housing Programme, supporting continued investment in high‑quality, energy-efficient housing across Fife.



The Boreland Road development will provide a mix of general needs, amenity, and wheelchair‑accessible housing in the Kirkcaldy area.

It will be funded by tenants, through the Housing Revenue Account, a combination of Council Tax on Second Homes, and Scottish Government Affordable Housing Subsidy.

Construction is expected to begin in April 2026, with completion projected for February 2028.



Councillor Judy Hamilton, Fife Council spokesperson for Housing and Building Services, said: “This development is a significant and welcome boost for affordable housing in the Kirkcaldy Area.

“These 56 houses will make a real difference to local families, older residents, and people with mobility needs.

“We are committed to delivering the housing Fife needs, and this project is a strong example of how we are working with partners to invest in our communities and tackle housing need head-on.

“We are very proud that the Affordable Housing Programme - a partnership of Fife Council; Fife Housing Association Alliance; the Scottish Government and private developers - continues to deliver not only houses, but jobs and apprenticeships that support the construction industry and the Fife economy.“
