Pagabo launches £4bn infrastructure and demolition framework
Pagabo has begun the search for contractors to join what it describes as its largest and most comprehensive infrastructure procurement route to date, unveiling a new £4.15 billion National Framework for Civil Engineering, Infrastructure and Enabling Works 2026.
Set to launch in September, the four‑year framework brings together the scopes of Pagabo’s existing Civils and Infrastructure and Demolition and Land Preparation frameworks, creating a single, expanded route compliant with the Procurement Act 2023 and Procurement Regulations 2024. The move follows the creation of a new 10‑year strategic delivery partnership between Pagabo and YPO, with YPO acting as the centralised procurement authority and Pagabo responsible for framework design, delivery and management.
The combined framework is intended to simplify access to contractors for public sector bodies across local government, health, blue light, housing, and education, covering everything from major highways and rail schemes to brownfield remediation and enabling works.
David Llewellyn, Pagabo’s construction and infrastructure director, said the merger of the two existing frameworks was a deliberate step to “streamline the procurement of important works covering civil engineering, infrastructure and enabling works, while ensuring the compliance, transparency and impactful delivery that our clients expect from us.”
He added that the open procedure would create a competitive environment for contractors of all sizes, with new procurement regulations and Pagabo’s SME‑inclusion commitments ensuring “the very best quality businesses are able to deliver the public sector’s infrastructure ambitions.”
The closed framework includes 13 main lots, supported by geographical sub‑lots across England, Scotland, Wales and Northern Ireland. Lots 2–9 and 11–13 will also be split by value band, ranging from £0 to £5m+.

- Civils & Infrastructure Lot 7 – Aviation
- Civils & Infrastructure Lot 8 – Defence & Nuclear
- Civils & Infrastructure Lot 9 – Rail Systems
- Enabling Works Lot 10 – Collaborative Partners
- Enabling Works Lot 11 – Demolition
- Enabling Works Lot 12 – Remediation & Groundworks
- Enabling Works Lot 13 – Full Enabling Works
Lots 1 and 10 are reserved for suppliers capable of delivering the full breadth of services within their respective categories.
All activity will be managed through Pagabo+, the group’s digital end‑to‑end procurement and contract management platform. The system will host opportunity information, call‑off processes, performance monitoring, reporting and compliance assurance.
Appointed contractors will also have access to Pagabo Group’s Loop social value platform and Sypro contract management tools to support lifecycle delivery and reporting.
