Plans set out for nearly 1,000 new affordable homes in Falkirk

The Strategic Housing Investment Plan, which could see plans for nearly 1,000 new affordable homes put in motion, will be discussed at an executive meeting of Falkirk Council on 9 October.

The Strategic Housing Investment Plan (SHIP) 2026-2031 sets out how 940 affordable homes could be delivered between 2026 and 2031. If approved, this would exceed the annual target of 180-220 homes set in the Local Housing Strategy.

The SHIP proposes new-build developments across the Falkirk Council area, with a focus on larger family homes and wheelchair-standard properties. All new homes would be built to meet the Scottish Government’s New Build Heat Standard, ensuring they are energy efficient and help reduce carbon emissions.



The plan also includes continuing to buy back former council houses sold under Right to Buy, focusing on high-demand areas and larger properties. 

It supports the council’s Empty Homes Plan (2024-29), which aims to bring 70 empty properties back into use each year. A pilot grant scheme has been launched to help owners renovate long-term empty homes for affordable rent.

Falkirk Council’s allocation from the Scottish Government to support affordable housing is set to rise to £13.2 million in 2025/26, up from £10.27m. If agreed, this would be supported by council investment, housing association finance and developer contributions.

The council has also secured £2.39m from the Housing Infrastructure Fund to unlock three housing sites in Denny and Bonnybridge through improvements at Junction 7 of the M80.



The SHIP is designed to support wider council priorities by:

  • Reducing homelessness through more suitable homes
  • Supporting child poverty reduction with affordable housing
  • Tackling climate change through energy-efficient design
  • Strengthening communities through regeneration and sustainable neighbourhoods.

Karen Algie, director of transformation, communities and corporate services, said: “If agreed, this plan would represent a major investment in high-quality, affordable housing across the Falkirk Council area. 

“By combining new build homes, buy-backs and work with partners, we can make progress towards nearly a thousand additional homes over the next five years. These would help meet housing need locally, support our climate change targets, improve communities, and ensure housing is accessible to those who need it most.”



If approved, the SHIP will be submitted to the Scottish Government and updated annually to reflect progress and new opportunities.
