£2m leisure development planned at Arbroath caravan park

Red Lion Caravan Park in Arbroath has announced plans for a £2 million leisure development, aimed at enhancing visitor facilities, creating new jobs, and extending the town’s tourist season.
The Dundee Road site, owned by Errol-based Perthshire Caravans since 1988, will see its ageing seafront leisure centre transformed into a year-round attraction featuring a soft play centre, café, indoor mini-golf, and a new car park. The development, set to begin in 2027, is expected to be open to both the public and holiday park guests.
Penned by Andrew Black Design, the redevelopment will breathe new life into the current leisure complex, replacing outdated facilities with modern, family-friendly amenities.

Plans include:
- Converting the former swimming pool into a soft play area.
- Redeveloping the first floor into a restaurant and function suite with sea views.
- Installing a balcony extension to allow visitors to enjoy the coastal setting.
- Upgrading the exterior with natural stone, zinc cladding, and new windows.
- Introducing solar PV panels and low-carbon technologies to improve energy efficiency.
- The park also plans extensive landscaping, with a 63-space eco-friendly car park that includes electric vehicle charging points.
Alongside the leisure redevelopment, a second application has been submitted to add 30 new static caravans, taking the total number of holiday homes on site to over 300. The expansion will be carried out with a strong emphasis on environmental sustainability, including additional tree planting and habitat creation to support local biodiversity.
Currently, Red Lion Holiday Park operates from March to November, but Perthshire Caravans has applied to extend this by one month to include February. The company says this would align the park with local competitors and provide greater flexibility for visitors while helping to sustain the multimillion-pound investment.
In its planning statement, the firm said: “As seasonal weather patterns and societal leisure habits change, there is a commercial opportunity to extend the operating season. This will directly support the viability of the £2m redevelopment.”
