£5m proposal to return homes to Dundee's Blackscroft

A new masterplan has been unveiled that aims to deliver more than 30 homes, a gastro pub and allotments to the Blackscroft area of Dundee.

Blackscroft Property and Brodie Duncan Marketing have teamed up to propose three projects across the £5 million development site.

Under the plans drawn up by Wilson Paul Architects, St. Roques Apartments on Foundry Lane will see 24 two-bedroom flats offering affordable city centre living with allotments and car parking.



The site was formerly housing and was once part of the former densely populated Blackscroft area of the city. The plan involves collaboration with Dundee City Council to purchase the area of land adjacent to the right, which has been vacant and unused for circa 50 years.

The adjacent St. Roques Church on Blackscroft is to be converted into four two-bedroom and three one-bedroom mid-market flats, complete with allotments and car parking, for sale or rent.

Originally an Episcopalian Church, the property has been commercial offices for the past 50 years.

Finally, St. Roques Gastro Pub on Blackscroft proposes a restoration of the Grade B-listed library to deliver casual dining with internal and external garden dining, catering for all types of functions with six on-site bedrooms.

A Blackscroft Property spokesperson said the masterplan will maximise the latent potential of a much-neglected listed building which has a rich cultural heritage.

“The addition of an extension offers another income stream to contribute to the significant investment required to preserve this once-threatened architectural gem and also return it to long-term commercial sustainability,” the spokesperson added.



“The Blackscroft area has seen an investment upsurge within the immediate vicinity these past few years; the major Indigo Hotel and Staybridge Apartments have just opened across the road with a further leisure development envisaged. Also adjacent is the Gallagher Retail Park, which has just announced the opening of a large M&S store/café. The Dundee Leisure Centre is adjacent and will reopen in mid-2024. There is also a 200-home development at planning consultation stage within 100 metres of the St Roques projects.

“Further given the Eden Project will be 100 metres further along Foundry Lane, the development of allotments where there is currently non-remediated land is surely in sync with environmental and societal policies, objectives, and aspirations.”
