David Raine joined Homes for Scotland (HFS) in 2024, bringing almost a decade of experience advising senior politicians in the Scottish Parliament. As policy manager, his work is focused on evidencing and evaluating the impacts Scotland’s regulatory landscape and diminishing land supply have on the delivery of new homes across all tenures.

As well as championing HFS’s SME home builder workstream, David has led the organisation’s work on the Building Safety Levy and supporting the reintroduction of the First Home Fund.
