Shepherd Chartered Surveyors has been appointed as a supplier on Crown Commercial Service’s (CCS) RM6343 Estate Management Services 2 framework, one of the UK government’s most extensive and influential property advisory agreements.

CCS supports the public sector to achieve maximum commercial value when procuring common goods and services.

EMS2 provides a broad range of real estate/ property management services which ensure the operation and control of land and buildings.



The framework offers public sector organisations a streamlined, compliant route to procure a comprehensive range of property and estate management services ensuring long term estate optimisation.

Shepherd has secured positions across five core lots, strengthening its ability to deliver fully integrated, end-to-end real estate solutions for public sector clients, namely: Lot 2 – Estate (Property) Management, Lot 3 – Agency & Lease Management, Lot 4 – Surveying & Strategic Advice, Lot 5 – Valuation & CPO and Lot 6 – Business Rating Services.

The CCS is an executive agency and trading fund of the Cabinet Office of the UK Government responsible for improving government commercial and procurement activity. It provides commercial services to the public sector and saves money for the taxpayer by working with over 17,000 customer organisations in the public sector and more than 5,000 suppliers.

In 2023/24, CCS helped the public sector to achieve commercial benefits equal to £4.9 billion – supporting world-class public services that offer best value for taxpayers.

All UK central government departments, executive agencies and non-departmental public bodies can purchase services from the framework. The process to instruct Shepherd is straightforward and provides public sector customers quick access to a comprehensive list of services. Additional services are provided by affiliated company, Hardies Chartered Surveyors, as an approved sub-contractor on the framework.
