Planning consultant Steven Black has set up a specialist planning and development business, Steven Black Planning and Development Ltd.

With strong foreign direct investment (FDI) figures and a growing renewables sector it is a natural step to set up an independent practice, with a strong focus on renewables/infrastructure and commercial developments.

Steven is a Chartered Town Planner with more than 25 years of experience split across both the public and private sectors. Based in Edinburgh, he was Jones Lang LaSalle (JLL) Head of Planning and Energy from 2019-2024 before moving into the development sector advancing renewable energy projects from initial feasibility stages through to planning and completion.

Work has included multi million pound developments across the UK with recent commercial examples including the forthcoming Maldron Hotel at St Andrews Square (Edinburgh) for the Dalata Group, a new Residential Development at Ferry Road for Artisan Real Estate and The New Dunfermline City Campus for Fife Council.

Renewable energy projects have included major substations and connecting grid infrastructure, battery storage, solar and numerous onshore wind developments including Strathy South Wind Farm (Highlands) for SSE Renewables which is under construction and due to be operational by late 2027, and various connecting grid infrastructure and substation projects.

Clive Wilding, retired from Artisan Real Estate and now advising the Dalata Group, stated: “Steven’s experience on both the Public and Private Sector side gives him a unique insight, and he can find solutions to help unlock development potential whilst achieving wider policy ambitions.”

Lizzie Pike of Low Carbon stated: “Over the years Steven’s experience has been invaluable in identifying the key Planning Policy challenges and opportunities helping to navigate these and provide expert advice at every stage of the process.”
