Plans have been submitted to Dundee City Council to convert the former Dundee College of Commerce building into student halls.

Developers Scodd Ltd, based in Leamington Spa is hoping to transform the building on Constitution Road into ‘bespoke student accommodation’.

The college campus was build in 1970 but closed in 2011. The building has lain empty for the last ten years and has become a target for vandals.



VOXCAP Investments (Dundee), part of Whiteburn Projects, gained planning consent to create 111 build to rent apartments with car parking and 24 serviced apartments at the site. But the developers told Scottish Construction Now that the project was unviable due to a lack of funding.

With around 20,200 students living in Dundee, including 15,900 at The University of Dundee and 4,300 at Abertay, this means there are 2.7 students for every bed in the city.

A new website and email address will be created for members of the public who wish to find out more about the development.



Both Hilltown Community Council and City Centre and Harbour Community Council have been informed of the proposals, as well as the council’s regeneration manager for the Blackness and Ancrum area.
