BAM and Clark Contracts among winners for £5bn Pagabo major works deal

BAM UK & Ireland and Clark Contracts have been named as suppliers by digital procurement specialist Pagabo for the National Framework for Major Works 2026.

The Major Works Framework has an estimated total value of up to £5 billion and will run for four years, having been brought to market following the formation of a 10-year strategic delivery partnership between YPO and Pagabo.

Designed to connect public sector organisations with appointed contractors, the framework will deliver quality service and value for money outcomes.

In addition to its appointment as a framework supplier across all lots, BAM has also been selected as the Sustainability Collaborative Partner for England and Wales. BAM will embed a consistent and robust approach to sustainability, continuous improvement and positive environmental, social and economic outcomes across the framework.

John Wilkinson, COO at BAM UK & Ireland, said: “We are thrilled to be bringing our industry expertise and digital capability to the public sector through the National Framework for Major Works.

“Having already secured two contracts with Bristol NHS Foundation Trust, we have seen first-hand how frameworks like this can create new opportunities while enabling us to deliver critical infrastructure and services that make a real difference to people’s lives. We look forward to collaborating with Pagabo, clients and partners over the next four years, sharing knowledge and driving continuous improvement to create lasting value for communities across the UK.”

Through the framework, Clark Contracts will work with clients across Scotland on projects valued from £5-30m. The framework will support the procurement of projects across sectors including education, healthcare, housing, local government and community infrastructure.

Gordon Cunningham, managing director at Clark Contracts, said: “We are delighted to have been appointed to Pagabo’s Major Works Framework. This appointment provides another valuable route through which public sector clients can access our experience and work with us from the early stages of their projects. We look forward to working closely with Pagabo and its clients to deliver high-quality projects that provide long-term value, support local communities and contribute to wider economic, environmental and social objectives.”

David Llewellyn, construction and infrastructure director at Pagabo, said: “The launch of the National Framework for Major Works 2026 marks the next chapter for one of our most established procurement routes, providing public sector organisations with access to a strong range of contractors with the expertise and capability to deliver major construction projects across the UK.

“The quality demonstrated throughout the procurement process reflects the strength of the suppliers appointed to the framework and their ability to work collaboratively to deliver high-quality outcomes for clients. Through the procurement support Pagabo provides, alongside greater opportunities for early contractor engagement and collaboration, we’re looking forward to building on the success of previous iterations and supporting the delivery of ambitious projects across the public sector.”

Pagabo’s new Major Works Framework covers areas including the North, Midlands, Southwest, and Southeast of England, London, Scotland, Wales and Northern Ireland.
