While discussions remain at a very early stage, work is continuing between East Lothian Council and Sustainable Development Capital LLP (SDCL) to explore the opportunity and assess how the site could support a major investment in East Lothian.

The former power station site has been identified as one of Scotland’s most suitable locations for this type of development due to its existing grid infrastructure, brownfield status and proximity to significant renewable energy resources.

Councillor John McMillan, cabinet spokesperson for Environment, Economic Development and Tourism, said: “Regenerating the former Cockenzie Power Station site is one of East Lothian’s most important long-term opportunities. The site was acquired by the council to support ambitions to promote economic growth and create employment opportunities. While there is still a significant amount of work to be done, this proposal has the potential to attract substantial investment, support high-quality jobs and create opportunities for local people and businesses.

“We know that local communities are interested in understanding what this development could mean for them. That’s why we are committed to ensuring that community engagement is at the heart of the process and that residents are kept informed as plans develop.”

The project could support employment during construction, create permanent operational roles and help develop skills and training opportunities in areas such as engineering, technology, renewable energy and digital infrastructure.

The council and SDCL are discussing how community benefits could be delivered as part of any future development. Potential opportunities being explored include support for local education and training programmes, community investment funding, local supply-chain opportunities and the possible reuse of waste heat from the facility to benefit nearby homes and buildings.

SDCL has already met with Prestonpans Community Council and Cockenzie and Port Seton Community Council and has agreed to participate in regular joint meetings as plans progress.

No planning application has yet been submitted and any future proposals would be subject to the full planning process, including consultation with local communities and statutory consultees.

The proposed development is focused on making use of a former industrial site and would seek to maximise the use of renewable and low-carbon energy sources, while incorporating modern cooling technologies designed to minimise water consumption.

Council officers said they will continue to work with partners and report back to elected members as the project develops.
