While the construction industry has spent the last decade improving its ability to specify sustainable buildings, Ewan MacGregor, managing director at Helica, believes it has been slower to reckon with a harder question: how much of what is specified gets built?

Net zero targets, embodied carbon budgets, energy performance obligations, and whole-life costing have transformed what clients expect from their buildings. Design teams have responded. Specifications are more demanding, more detailed, and more environmentally conscious than at any point in recent history.

Yet the performance gap between buildings as designed and buildings as delivered remains one of the most persistent problems in the sector. In many cases, the gap opens not in the design studio, but on site, in the material substitutions, sequencing and workmanship that go unchallenged when no independent eye is watching. That is the gap a clerk of works exists to close.



The clerk of works is a long-established discipline, traditionally the eyes and ears of the architect, checking quality and compliance with the specification across a whole project rather than sustainability alone.

That heritage has not dated; it has gained new relevance. It remains one of the most direct interventions available to a client who wants their sustainability commitments honoured in practice, not just on paper.

A clerk of works verifies that the products specified for their thermal performance, embodied carbon profile or durability credentials are the products that actually arrive on site. They confirm that those products are installed correctly, in the right sequence, in accordance with the manufacturer’s guidance, because even the best-specified component fails to deliver its sustainability benefit if workmanship is poor.

Every defect that goes undetected at construction may become a sustainability problem in use. Insulation installed with gaps, or compressed out of shape, creates thermal bridging that quietly undermines the fabric’s performance once the structure is closed up.



It becomes an energy performance gap that persists for the life of the building. A drainage or supply pipe detail installed incorrectly becomes a moisture problem, shortening the fabric’s service life.

Rework, when it is eventually required, carries its own carbon cost: additional materials, additional transport, additional labour and the waste that ends up in landfill. The Chartered Institute of Building’s Code of Quality Management makes this point directly, arguing that quality is too often sacrificed to cost or time pressure, and that getting it right first time reduces needless rework across the supply chain. The CIOB is equally clear that quality encompasses not just products but behaviours, ethical sourcing and environmental responsibility.

Durability is itself a sustainability outcome, and the industry underweights it. A building that performs as designed, requires fewer unplanned interventions and reaches the end of its intended service life without premature replacement, is a more sustainable building than one that looks identical on paper but was built to a lower standard.

The clerk of works’ role supports that outcome directly, by catching non-conformances early, when correction is contained and inexpensive, before they are sealed into the fabric of the building and the programme has moved on.

The independent evidence for this is not new. The 2017 Cole Report, commissioned by the Scottish Government following the partial collapse of a wall at Oxgangs Primary School in Edinburgh, concluded that independent scrutiny, including the use of clerks of works, was both practical and necessary within modern procurement methods.

Several local authorities that had retained clerks of works on their school building programmes told the inquiry they had seen the benefits directly. That finding was made in the context of structural safety. It applies with equal force to sustainability, because the mechanism is identical: specification sets the intent; independent inspection is what protects it.

The clerk of works also supports embodied carbon objectives in ways that rarely appear in project carbon calculations. Preventing the needless replacement of incorrectly installed components, discouraging a ‘do it twice’ culture and verifying that specified materials with environmental credentials are not substituted out during value engineering exercises: all of these reduce the actual embodied carbon of the completed building, as opposed to the projected embodied carbon of the designed one.

A sustainable building is not created by careful design, detailing and specification alone. It is secured through inspection, verification, and on-site workmanship. Clients who understand that tend to get buildings that perform closer to what was promised.

Those who treat independent quality inspection as optional overhead tend to find out why it matters later, when the cost of finding out is considerably higher than the cost of employing a clerk of works to monitor compliance throughout the construction phase.
