LHC launches new £285m roofing systems framework

A total of 54 contractors have been appointed to the latest Roofing Systems and Associated Works (RS5) framework from LHC Procurement Group (LHCPG). 

As the next iteration of its RS4 framework, RS5 can be used by public sector clients across England, Scotland and Wales for all new-build, refurbishment, retrofit and emergency repair projects.

There is a larger selection of approved suppliers on RS5. The majority, 93%, are small or medium-sized enterprises (SMEs). This includes one micro, 29 small, and 20 medium-sized businesses. 



“Not only does this offer greater flexibility and competition, but also ensures more regional delivery capacity,” said Graham Collie, LHCPG’s director of product innovation.

“This supports local economies while maintaining manufacturer-approved quality and warranty assurance across all roofing projects, from standard renewals to innovative new roofing solutions or energy efficiency upgrades.” 

RS5 is a manufacturer-led framework, meaning appointed contractors have been approved by the corresponding manufacturers. Graham said this ensures works are delivered using certified systems with full warranty protection.  

“Such an approach eliminates uncertainty for clients, reduces risk, and provides confidence that installations meet the highest technical and regulatory standards from design through to completion,” he added.

RS5 supports green and blue roof solutions, retrofit schemes and energy-efficiency measures that help public sector clients meet building safety, compliance and decarbonisation targets.

Michael McLaughlin, LHCPG’s social value manager, said: “RS5 strengthens regional evaluation and reporting to ensure projects deliver local employment, training and community investment. 

“Its predecessor, RS4, enabled 121 projects worth £44.6 million nationwide. RS5 now expands that impact with clearer regional accountability, SME participation and sustainability metrics.” 

The framework runs until October 2029 and direct award routes are available for time-sensitive or grant-funded work.
