New council homes set for former Carnoustie school site

New council housing will be built on the site of Carnoustie’s former Kinloch Primary School after councillors approved a development of 11 one and two-bedroom houses on the Links Avenue site.
Angus Council’s development standards committee was presented with more than 40 representations against the loss of the town centre open space – including a formal objection from Carnoustie Community Council. But the committee unanimously backed the conditional approval recommendation of council officials.
The 105-year-old Kinloch Primary School was demolished in 2010, with initial plans for the site including a retail development led by Sainsbury’s and Greggs. But despite initial interest, a “town square” project was shelved in 2018.
The site was then transferred to the local authority for use in building new affordable homes.
The social housing project will be a mix of one and two-bedroom flats and bungalows. Construction should start in early 2027, with the first tenants in their new homes a year later. A community garden area is to be developed on the site’s north boundary with Dundee Street.
