Pagabo announces £1.5bn national framework

National procurement specialist Pagabo has informed the construction market that an invitation to tender for the National Framework for Medium Works is due to be issued on 1 September. 

Compliant with the Procurement Act 2023, the framework that is managed by Pagabo on behalf of The Education Alliance (TEAL) will run for four years from January 2027 and is anticipated to be valued at £1.5 billion. 

This is the third generation of the Medium Works framework that Pagabo manages.



The UK-wide framework is anticipated to encourage more participation from regional contractors, where projects will be matched to the most suitable qualifying regional contractors on the basis of scale, value and complexity. 

The framework will enable public authorities to procure works from local and national contractors.

  • The expected lot structure includes:
  • Lot 1 – up to £500k
  • Lot 2 – between £500k and £1 million
  • Lot 3 – between £1m and £4m
  • Lot 4 – between £4m and £8m
  • Lot 5 – between £8m and £15m

Llewellyn added: “Building on the strong performance of the current framework, which has supported the delivery of more than 300 projects, this re-procurement has been designed to respond to a changing economic landscape by giving clients greater choice and regional contractors faster, more accessible access to market opportunities. 

“The result is a more agile and competitive framework that enables organisations to deliver projects efficiently and innovatively while creating lasting social and economic value for local communities.”
