Professor Milan Radosavljevic appointed director at Whole Life Consultants

Whole Life Consultants Ltd (WLC Ltd), the Dundee‑based specialist consultancy known for its research‑led insight across construction and infrastructure, has appointed Professor Milan Radosavljevic to its board of directors.

Professor Radosavljevic brings more than 30 years of combined industry and higher‑education leadership to the role, strengthening WLC Ltd’s strategic capabilities as it continues to expand its work in labour forecasting, whole‑life costing, productivity improvement and low‑carbon workforce planning.

A Chartered Civil Engineer and Fellow of the Higher Education Academy, he holds a PhD in Construction Management from the University of Dundee — the same academic environment from which WLC Ltd was founded as a spin‑out in 2004. His early career in Slovenia saw him serve as profit centre manager and later production director in pre‑cast concrete manufacturing before moving into academia.



Over the past decade, Professor Radosavljevic has held senior executive posts at two UK universities. Most recently, as deputy vice‑chancellor (commercial) at the University of Sunderland, he oversaw a wide-ranging commercial portfolio including international recruitment, branch campuses in London and Hong Kong, transnational education, research and innovation, commercialisation and online learning.

Prior to this, he served as pro vice‑chancellor (research, innovation and engagement) at the University of the West of Scotland, following earlier academic leadership roles at the University of Reading’s School of Construction Management and Engineering.

His research and innovation portfolio, predominantly industry‑led, has exceeded £30 million, with a focus on technology and management across construction and manufacturing. He is co‑author of a leading textbook on construction management strategies and has delivered executive education programmes in the UK and internationally.

Professor Radosavljevic’s relationship with WLC Ltd predates his appointment, having served as an external advisor in recent years. In his new role as director, he will support the company’s research‑driven consultancy model, help shape new opportunities and extend WLC Ltd’s reach into emerging markets.



Founded in 2004, WLC Ltd has built a reputation for combining academic depth with practical consultancy delivery. Its work includes the award‑winning Labour Forecasting Tool developed with CITB, advanced low‑carbon labour‑demand modelling, ISO‑compliant whole‑life costing, and productivity improvement frameworks used by clients ranging from HS2 and Heathrow to local authorities and national agencies.

A spokesperson for WLC Ltd said the appointment reflects the company’s ambition to strengthen its leadership team as demand grows for evidence‑based decision‑making across construction, infrastructure and net‑zero transition planning.

Professor Radosavljevic will begin his directorship with immediate effect.
