Kier has promoted Rebecca Boundy to the role of managing director, Clients and Markets, seeing her join the Construction division’s senior leadership team.

Formerly public sector director for the Tier One contractor, Rebecca will lead a team of expert sector directors, including education, healthcare, defence and justice, as well as oversee the Construction business’ strategic bidding capability.

Rebecca, who has worked at Kier since 2015, has progressed through the organisation, with previous roles in the division’s Strategic Projects business, most notably leading the preconstruction of the award-winning HMP Five Wells, and as justice sector director, leading Kier’s three Alliances for the Ministry of Justice.

The promotion supports Kier’s future growth plans across core markets, which builds on a number of major awards already in 2025. These include HMP Glasgow, worth £684m, a new £123m teaching and learning building for the University of Southampton and a position on the £814m Facilities Management framework by Pagabo to provide a range of services to various public sector organisations.

Group managing director for Kier Construction, Stuart Togwell, says that Rebecca’s appointment represents a commitment to progressing talent and ensuring clients benefit from cutting-edge thought leadership, consultancy and sector expertise.

Stuart said: “I’m proud to announce this key appointment, in recognition of Rebecca’s exceptional talent and the huge value she brings to Kier.

“Rebecca has oversight of the needs of our strategic clients and how we address those needs in our approach, bringing us ever closer to communities and end users. Working at Kier for ten years, Rebecca has a proven track record of delivering industry-leading projects and, with a focus on innovation, digitalisation and client collaboration, it’s a critical role to deliver on our ambitious plans.”

Kier said it is committed to attracting, retaining and developing its people. Last year, its development programmes were recognised globally at the European Foundation for Management Development’s (EFMD) Excellence in Practice (EiP) awards, scooping gold for its work with Cranfield University to nurture talent with the skills, training and mindset to progress their careers.

Rebecca Boundy said: “I’m thrilled to be taking on this new role and the opportunity it provides to drive Kier Construction’s strategic delivery across the public and private sectors.

“As a strategic supplier to government, Kier is well positioned to support the ambitions set out in the 10 Year Infrastructure Strategy and, in my new role, my team and I will be working closely with clients to support their goals and ambitions over this period.”

Kier Construction takes a 360 approach to working with clients across sectors including education, health, justice and defence, providing end-to-end capability from design and build through to maintenance and operation. Its mechanical and electrical arm specialises in the design, installation, and commissioning of building services, working closely with Kier’s regional build businesses and the Clients and Markets team, led by Rebecca.
