Main contractor Robertson Construction Central East joined Clackmannanshire Council and project partners at the site of the new Wellbeing Hub and Lochies School in Alloa to celebrate a major milestone in the local authority’s most ambitious community project.

With enabling works now complete, the Alloa site has entered the full construction phase, bringing the state-of-the-art campus another step closer to reality.

The development will redefine how health, wellbeing, education, and community services are delivered locally by bringing them together in a single modern, welcoming and inclusive space.

The new campus will include swimming pools, fitness suites, games hall, soft play and a wellbeing park, alongside contemporary classrooms and specialist facilities for Lochies School pupils.

Community spaces, a café, outside areas, flexible rooms for social prescribing, learning and cultural activities will further strengthen the Hub’s role in promoting health and wellbeing and community life.

The Wellbeing Hub and Lochies School will also be one of the first large-scale community facilities in Scotland to be built to Passivhaus Standards, significantly reducing operational energy costs and carbon emissions. The project reflects the council’s commitment to transformation and to achieving Net Zero by 2040.

With construction now fully underway, the council and its partners are well on track to deliver a landmark facility in Clackmannanshire for current and future generations.

Elliot Robertson, chief executive officer, Robertson Group, said: “This is an important stage for a development that will bring modern, high-quality facilities for health, learning and community life together in one place.

“By utilising Passivhaus Standards in the design and build, the council is further demonstrating its commitment to achieving net zero, to create a welcoming environment that supports wellbeing and long-term sustainability.

“Our team has a wealth of experience in innovative, low-energy construction, and will be supported by a locally engaged supply chain.

“Working with a local supply chain brings additional economic and community benefits and we look forward to continuing to work closely with the local community, as we build a campus that will continue to play an important role in Clackmannanshire long after our works are completed.”

Councillor Graham Lindsay, spokesperson for people, said: “It’s so pleasing, and in many ways, quite emotional to see the full construction phase well underway.

“This project is our biggest infrastructure investment in over 40 years and is a direct investment in the health and wellbeing of our residents.

“These extremely high-quality, and high energy efficiency facilities will serve the whole community, giving people a place to learn, be active and connect socially.

“The Wellbeing Hub and Lochies School will significantly improve lives for generations to come, and I look forward to watching this exciting development progress over the coming months.”

The project is being managed for Clackmannanshire Council by Hub East Central Scotland Ltd with Robertson Construction as the main contractor in collaboration with jmarchitects, RankinFraser, Blyth & Blyth, BakerHicks, ECD Architects, and Thomas & Adamson.

Brian Craig, Chief Executive, hub East Central Scotland, said: “We have worked closely with Clackmannanshire Council throughout the development of this project and look forward to delivering a high quality community campus that will enrich the lives of local people.”

The project has strategic support from sportscotland who have committed £500,000 of capital funding towards the project.

Forbes Dunlop, sportscotland chief executive, said: “We are delighted to see this level of investment in Clackmannanshire, the project will bring huge benefits to Alloa and the surrounding communities.

“This is a significant milestone towards that, and we look forward to working with Clackmannanshire Council and the other partners as the project progresses.”

The development, due for completion in early autumn 2027, is located just a mile west of Alloa town centre at the Pavilions.

The Hub is expected to attract 275,000 annual visitors, generating £2.14 million in social value each year, with 36 permanent full-time jobs and up to 100 casual roles expected to be created.
