Stirling Council plans homes for social rent in St Ninians

Almost 50 new social rented homes could be built in St Ninians after Stirling Council submitted an application to redevelop vacant land north and south of Graystale Road.

The proposals involve 44 new homes including accessible single-storey, two-storey houses and cottage flats along with parking and greenspace.

The site is bounded to the east and north by Gateside Road, to the south by Elmbank Road with Graystale Road dissecting the site north to south. To the west is a large residential development recently completed by Ogilvie Homes at Newpark Farm.

In documents submitted with the application, agents for the council said: “The site itself was formerly a large housing development consisting of mainly four-storey flats supplemented with two-storey houses. The flats were demolished in 2012 to allow for the area to be redeveloped for new improved energy efficient family homes, the two-storey houses were retained and remain on the northern boundary of the site. The northwest boundary also has an existing terrace of single-storey properties.



“Within local proximity to the site are Hillview Community Centre, Hillview Children and Family Centre, Bruceview Community Park and Borestone Primary School.

“[The brief was] to provide new residential properties for social rent with a mixture of one, two, three and four bedrooms to suit a variety of needs from single person to family housing as well as a percentage of fully accessible properties. All units will be designed to provide highly energy efficient homes.

“The housing waiting lists for the area indicates demand for one-bedroom through to four-bedroom properties. In addition, there is high demand across the Stirling area for fully accessible properties. Therefore the proposals provide a mix of one and two-bedroom cottage flats, two, three and four-bedroom general needs/family housing as well as four fully accessible wheelchair houses which are two, three and four-beds to allow for a varied and mixed community within this development and address the housing needs demands of the area. All properties will be retained as Stirling Council housing stock for social rent.

“Dedicated private car parking has been provided for each unit per parking guidelines as well ample visitor parking being provided throughout the development.



“Waiting lists for affordable social housing are high across Scotland, the Scottish Government’s Strategic Housing Investment Plan has sought to increase provision to ease the demand. The provision of these 44 social housing units will provide sought after accommodation for the area

“In addition, the waiting lists for the Stirling area indicate the need for specialist accommodation such as fully accessible wheelchair units therefore the proposals incorporate four single-storey units ranging from two and four bedrooms which will provide suitable accommodation for wheelchair users and their families. Accessible units have been sited to ensure they are an integral part of the development and future community.

“To further assist in meeting the demand for more accessible units, ground floor cottage flats, which have ground floor bedroom accommodation, will be equipped with a wet floor shower room as these can be beneficial for persons with mobility issues. Two-storey properties will also be provided with a ground floor WC as well as a future space and connection point for a potential shower should this be required as an adaptation at a future date within the lifetime of the property.”

The agents said existing road infrastructure had been used and supplemented with new access roads on the east/west to provide local access.



They added: “This allows existing traffic flows and hierarchies to be maintained with Gateside Road remaining as the main vehicular through flow route and Graystale Road being retained as a through access road permeating the site with new streets providing local access to properties only. This will assist in keeping traffic speed and flow through Graystale Road and new access streets low which will provide a safer environment for residents.”
