Transformational Arbroath project officially opened

Angus Council has officially marked the completion and opening of the landmark Arbroath A Place for Everyone project, a major regeneration initiative designed to reconnect the town centre, transport links, tourism destinations and coastline through improved walking, wheeling and cycling infrastructure.

Years in the making, the transformational project was shaped by extensive public consultation beginning in 2015. Feedback from the Arbroath community identified the former dual carriageway as a significant physical barrier between the High Street, public transport hubs and the seafront, negatively impacting accessibility, footfall and civic pride.

In July 2019, the Scottish Government confirmed funding support for the project through the Walk Wheel Cycle Trust’s (formerly Sustrans) Places for Everyone programme. The initiative became one of the most ambitious projects funded through the scheme, with Arbroath becoming the first Scottish town to receive the programme’s highest level of funding.

The completed development has delivered enhanced walking, wheeling and cycling routes, accessible public spaces and a revitalised seafront aimed at encouraging greater community use and reconnecting key areas of the town.



Communities convenor Councillor Tommy Stewart said: “The project aligns closely with Angus Council and Scottish Government priorities, including tackling climate change, promoting health and wellbeing, improving accessibility, supporting tourism and strengthening town centre regeneration. It also contributes to Angus Council’s wider ambitions to expand active travel infrastructure across the region.

“In addition to its long-term social and environmental benefits, the project provided a significant economic boost, contributing more than £5.6 million to the local economy and supporting local businesses and suppliers throughout delivery.”

Cabinet secretary for economy, tourism and transport, Stephen Flynn, added: “I’m pleased to see the completion and opening of this significant and innovative investment in Arbroath, reflecting the Scottish Government’s ongoing commitment to making it safer and easier for people to walk, wheel and cycle for everyday journeys.

 “These improvements are already making a real difference to how people move around the town, while also supporting a more attractive and accessible town centre that benefits local businesses and communities.



“With over £10 million of Scottish Government funding as part of a wider £15 million investment, this work demonstrates how sustained investment can transform places and improve everyday journeys for people across Scotland.”

The official opening event brought together representatives from the Walk Wheel Cycle Trust, Balfour Beatty, Arcadis, Angus Council Roads and Parks teams, and many other partners who contributed to the successful delivery of the project ahead of schedule and under budget.

Local suppliers were also recognised during the celebration, including Denfind Stone and Monikie Rock Art.

Guests at the opening enjoyed performances from pupils and teachers from Forfar Academy, Monifieth High School, Carnoustie High School, Webster’s High School and Montrose Academy, alongside opportunities to explore the new public spaces and routes with project representatives.

Speaking at the event, organisers thanked all partners, contractors, council staff, suppliers and community stakeholders involved in bringing the project to completion.

The Arbroath A Place for Everyone project is expected to deliver lasting benefits for residents, visitors and businesses, creating a more accessible, connected and vibrant future for the town.
