City of Edinburgh Council acquires Leith development in £30.5m deal

A major development in Leith by CCG Homes has been purchased by the City of Edinburgh Council in a £30.5 million deal that will see it repurposed to deliver a much-needed mix of affordable housing tenures.

Plot P1 at Western Harbour was acquired by the CCG Group from Forth Ports with consent for 118 private homes.

Following a marketing exercise and Committee approval in 2024, the council agreed to purchase the homes on completion, supporting actions to reduce homelessness in the city and tackle the housing emergency.



Housing, Homelessness and Fair Work convener Tim Pogson said: “I’m delighted that we’ve been able to secure these new homes at Western Harbour. The pressures on Edinburgh’s housing and homelessness services remain intense and our purchase of new-build homes forms part of a broader range of measures to address the city’s acute housing shortage. I hope residents are settling well into their new neighbourhood.”

The resulting sale ensures the entire development - comprising a mix one, two, and three-bedroom homes – will now be delivered as a mix of social rent and mid-market rent. The first residents moved into their new homes in December 2025.

This milestone marks a significant acceleration in delivering high-quality, energy-efficient homes within Phase 1 of the 938-home Western Harbour regeneration masterplan.



CCG managing director, David Wylie, said: “CCG is proud to have delivered the latest phase of residential development within the Western Harbour Masterplan. Across the city, we are currently live on 307 homes with the City of Edinburgh Council and P1 builds on this momentum by showcasing the strength of our integrated in-house expertise across construction, timber systems, windows and doors, utilities, and mechanical & electrical services.

“This end-to-end capability has helped streamline delivery while maintaining the highest standards of quality and customer service – a vital contribution as the city continues to address growing housing demand during the ongoing Housing Emergency.

Rettie associate director for land development and investment, Sandy Gilmour, added: “The development of Plot 1 with CCG is testament to Forth Ports long term commitment to the Western Harbour masterplan. Rettie have assisted Forth Ports by re-shaping the masterplan and have facilitated the delivery of a total of 352 homes to date.

“We hope to be able to bring forward the next significant phase of development shortly, following royal ascent of The Housing (Scotland) Bill in the next few weeks.”
