Moray has land to meet long-term housing needs, audit suggests

A new audit shows that Moray has land identified with the potential to meet housing needs for more than 24 years, providing valuable insight for planning homes, infrastructure, and sustainable community growth.

The 2025/26 Moray Housing Land Audit, produced annually as part of the Local Development Plan process, monitors housing land availability and completions; helping the council guide future development.

Key findings include:



  • Total housing land capacity stands at 12,209 units; which, at the current planned rate of 500 homes per year, could meet projected demand for more than 24 years.
  • A total of 305 new homes were completed in 2024/25, slightly below projections due to delays in Buckie.
  • 5,844 homes can be built soon on sites that are ready or nearly ready for development.
  • 6,365 homes are planned on sites that will take longer to develop due to planning or infrastructure needs, including 3,825 homes reserved for long-term projects.
  • Work is ongoing to increase supply in areas such as Keith, Speyside and Dufftown, where new housing completions have been lower and developments are being progressed to help meet local demand.

Cllr David Gordon, chair of Moray Council’s Planning and Regulatory Services Committee, said: “This year’s audit shows that Moray has a strong and well-managed supply of land for new homes. Work is progressing to bring sites forward and deliver new homes across the region.

“The audit also gives us confidence for the future, helping us plan infrastructure and services so that new homes will continue to support thriving, sustainable communities and a strong local economy for years to come.”
