Opinions sought on proposed traffic changes in Elgin Town Centre

Moray Council has launched an early engagement exercise to gather public views on proposed traffic changes in Elgin town centre.

This is the first stage in a two-part consultation process, giving residents, businesses, and visitors the opportunity to hear about and help shape the proposals. A full formal consultation will take place later this year.

The draft proposals aim to improve safety, accessibility and the overall experience for people using the town centre. Projects being proposed include new disabled parking bays in more accessible areas; rise and fall bollards to stop unauthorised vehicles from entering pedestrian areas; one-way systems on Moss Street and Greyfriars Street to create dedicated cycle lanes and wider footpaths; changes to waiting restrictions, loading bays and the High Street East taxi rank to support better traffic flow and support outdoor hospitality.



The proposals are part of a wider programme of works in and around Elgin town centre delivered through the UK Government Levelling Up Fund (LUF) investment.

Feedback from this initial engagement will help refine the proposals ahead of a detailed formal consultation planned for later in 2025. Details of the draft proposals and an online feedback form are available on the Moray Council website

High Street

The initial engagement period is open until 5pm on 22 August 2025.



As part of the early engagement, a public event was held on 12 July to introduce the proposals and gather initial views. A further drop-in event specifically on the proposed changes to Moss Street will take place at Williamson Hall in Elgin on Wednesday 30 July, from 3pm to 7pm. Council officers will be on hand to answer questions and gather feedback.

Chair of the council’s Economic Development and Infrastructure Services Committee, Cllr Marc Macrae, said: “We know the town centre plays a vital role in the day-to-day lives of residents and local businesses, and we’re keen to ensure the final proposals support a vibrant, accessible and sustainable Elgin. This early stage is all about listening to local voices. Whether you travel by car, on foot, by bike or public transport, we want to hear your views.”
