Steven brings a wealth of experience from a distinguished executive career spanning major projects and the management of large, complex estates across the British Army and the UK Civil Service. His achievements include designing, building, and operating military bases overseas, and leading the replacement of the entire HM Revenue & Customs UK estate with modern regional centres.

As chief executive of the Government Property Agency, Steven oversaw a transformation of the Government’s London office estate - reducing its footprint by half and reinvesting the resulting savings into much-needed upgrades across the retained estate.

Today, Steven works as a non-executive director, strategic advisor, and consultant, focusing on long-term strategy and major programmes.

His recent consultancy work spans an impressive range of high-profile engagements, including:

• Advising the French Government on adopting a more commercial approach to property management
• Collaborating across the built environment sector to align data standards
• Supporting the Cabinet Office in developing new guidance for government departments on condition and backlog maintenance
• Writing new estate strategy and asset management policy for NHS England
